Does it follow up on every conversation?

No. It looks for a conversation that stalled on an open question from the agent. Threads that reached a natural end are left alone.

What if 24 hours have passed?

Outside the service window a template is required, which is a broadcast rather than a follow-up. Contacts who go cold that way can be re-engaged from the broadcasts screen.

Can I stop it for certain contacts?

Yes. A conversation a human has taken over is not followed up automatically, and contacts can be excluded from re-engagement entirely.

Does a follow-up cost a message?

It is billed at the normal per-message rate. Because it lands inside the service window, WhatsApp does not open a new paid conversation for it.
